Who is responsible for the civil defence shelter in your building?
Yle published a story today on the current state of Finland’s civil defence shelters, highlighting findings from a new study by the Finnish Civil Defence Shelter Association (VSR).
One finding stands out: 58% of property managers said that no designated person has been assigned responsibility for the civil defence shelters they manage. When weighted by the number of shelters, approximately two in three shelters represented in the study lack a designated person responsible for them.
At the same time, 77% of property managers estimated that the shelters in their properties meet statutory requirements. However, when weighted by the number of shelters, certainty about compliance covers only around 60% of the shelters represented in the study.
The challenge is therefore not simply whether Finland has enough civil defence shelters. It is whether we know their actual condition and whether responsibility for maintaining their operational readiness has been clearly assigned.

The study was published by the Finnish Civil Defence Shelter Association (VSR). Verona Shelters Group funded the research and conducted the analysis. The study interviewed 88 professional property managers responsible for a total of 1,451 civil defence shelters.
